More than 1,000 migrants are gathered near a temporary reception center in the Spanish enclave of Ceuta, hoping for admission, the EFE agency reports.
The facility is severely overcrowded, forcing hundreds to set up a makeshift camp in the nearby mountains as they wait for space to open up.
Most of the migrants originate from sub-Saharan African countries. A neighboring beach has also been taken over by those seeking shelter.
Earlier attempts by dozens to force their way into the center were unsuccessful.
In late July, tens of thousands reached Ceuta by swimming or walking around the breakwater from Morocco, prompting Spain to deploy troops for security.
At least 72 people have died trying to reach the city. However, according to the latest information, most of the migrants have now returned to Morocco.
