"The Iraqi government insists on treating Halabja as an Iraqi province and will implement it in the next phase of the administrative procedures," Sudani told a news conference after the cabinet meeting.
He added that Halabja province deserves more services and it is the duty of the federal government to support the city and its people, because the people of Halabja have made many sacrifices.
